the problem is with all Honda vehicles have poor pump locations, and they freeze up often, I have a crv and accord both freeze up, and driving can be dangerous, usually occurs if temp outside is 10 or below
If you have access to compressed air, pull off line at reservoir and detach from other side too. Blow air through line to dislodge blockage. Work your way up to nozzles on hood. Not really easy but works. Or replace all the lines. Or pull nozzles on hood off and clean thoroughly.

Disconnecting the battery won`t do you any good.
You will have to fix the air-bag problem first before you can erase the airbag light...
Sounds like the multifunction switch located on the steering column for windshield wiper/washer control. At any rate it is more than likely a dealer part, but can be purchased and replaced by a good mechanic. You would need a repair manual if you want to try it yourself considering air bag sensor and what not.
