Re: fuel tanks not switching
It likely has a bad lift pump in the front tank. If this is a gas truck it has 3 fuel pumps, one in each tank (Low pressure, lift pumps) and one on the frame rail. Check for power and ground at the front tank for the lift pump.

the selector is located between the two tanks and has 3 or 4 fuel lines connected to it as well as wires if its an electrical switch.some had a manual switch which is usually behind the front seat on the floor that switches the tanks from one to the other when turned.
If fuel injected. the tank selector valve switches both the suction line from the tank and the return line back to the tank. It sounds like you have a stuck or bad tank selector valve if the return is not being ported back to the rear tank.
Your truck has a mechanical switch that may not be working. Check it for power and ground.
One of the problems with 2 tanks is a lot of folks only run off of one and then you can get a sludge build up and could have a plugged pick up line. Try this remove the fuel cap for the front tank. Disconnect the front tank fuel line from the switch valve. If you are not getting a good flow of fuel using low pressure air no more than 25 to 40 PSI blow back into the tank. Now do you have fuel flow? Your switch valve may be plugged on the front tank side - If you are getting fuel to the switch valve and not through it I would replace the valve. Does this have three fuel pumps? One in each tank and one on the frame rail. I know it at least has one in each tank. It doesn't have an electric switch valve. It has a mechanical one that makes sure the fuel returns to the right tank. When you flip the tank switch the power switches to the pump in the other tank.
