Question about 1993 Chevrolet Cavalier
If it ran fine before you changed the filter, then did you prime the system before trying to start it? To do this, simply turn the key on but don't crank the starter then back off. Do this three to four times and what this does is builds pressure back in the fuel lines because when you changed the filter you lost the pressure and now will have a air bubble in the lines until you prime it. SOURCE: won,t start
sounds like it may be and ignition relay falling out. i think there is 3 of them under the hood. have to ask is there fuel pressure, spark. i know you changed them but why.

I am definately a novice in the mehanic world, however this sounds exactly like a problem I had with a Pontiac (yes I know it's a different car...but for the most part, the electrical is the same). I threw all sorts of parts at it before the mechanic figured out that it was a bad ground that ran through the drivers side kick panel in the door entry. Once we cleaned the wires and ground them again, the car ran clean. I just thought I'd throw it out there in case it helped.
