Cycle key to on, not start, and see if you hear fuel pump "humming". What engine, and is this vehicle carburetor or fuel injected?

As "emissionwiz", stated. Check for power to pump, and if it's there, then your into a pump replacement,. I have heard on occassion of a good rap on tank with rubber hammer or similar, kicking things on, but wouldn't get my hopes up.

The problem is most likely the fuel pump has seized up, the reason for this is when u run out of gas the pump which uses the gas around it to cool gets very hot and the bearings seize up, get this kink of complaint all the time on fixya.

This kind of pump is totally sealed, u must replace it, there may be access to it under the rear seat cushion, a sheet metal plate.

1996 5 speed honda accord. sat for a year. put in new battery. everything lights up, but car wont start. never had previous problem.

Are you saying the car turns over (cranks) but it does not start? Or, the car is Not turning over?
If it is cranking over but not starting, and it ran fine before sitting for the year, it may be water/moisture in the gas. Try some dry gas, and/or Carb-fuel injection cleaner in your gas tank.
