bad fuse, the car has 2 fuse boxes
the cab box is split and is fed from more than one main fuse in the
engine bay main, the other box has blown fuses.
always check all fuses boxes not just one, some cars have 3 boxes.
happy hunting.... use that voltmeter same way in other box.
measure volts on both sides of all fuses and BAM bingo.

Here is a diagram of the fuse box in the interior. This is where the wiper relay is located, #6. Although if you hear sounds from the motor something might be restricting your blades and or the motor is shot and needs to be replaced.

Wipers quit working then started again and finally stopped completely. Is this the wiper motor or a relay?

Wiper motors very seldom give problems, sounds more like the switch or a relay. Fuses can't really be intermittent but there could be a bad connection in the fuse box.

Hey paul. It sounds to me like it is in the switch itself. I had a ford truck that some wiper options quit working on and it took replacing the blinker switch.
