Question about 1998 Toyota RAV4
I cahnegd the battery, the starter is working good, but the car didinot start?
Just inherited a Rav 4 and didn't know it had an anti-theft device. Had me stumped for 2 days. Finally went out and ran the fob over the whole dash and found the micro trigger to release the starter. So run the fob over the dash right where your right knee (gas pedal knee) hits the dash. You should hear a beep then put key in ignition within a few seconds. Hope this helps.

If you have a 5speed then sometimes the clutch switch does not engage...this would keep car from starting.
So really push hard on the clutch pedal to see if it starts...if so then you have found the issue. Otherwise it is time to check fuses that power the ignition. Fuse locations are below the steering wheel and under the hood in the engine.
