Go into Pep Boys, Autozone or one of those types of stores. Autozone has a program called AllData that is the same that mechanics use. Those stores should be able to look it up and print off a diagram of the fuse box.

heres a diagram of the fuse box and i listed the fuses numbered 1-22,hope this helps.
1)low beam light left
2)low beam right
7)tail light right
8)tail light left
11)high beam Left
16)sunroof/frt map/reading light
18)fuelpump /o2 sensors /control module
19)cooling fan, ac relay
21)inside lights,clock,luggage light
22)lighter,radio, trunk release

do a google search and that should tell you where to get one from or try a junkyard or maybe the ford company can help.

SOURCE: 1999 Jetta fuse box
I'm not positive on the Jetta, but on my 99 A4 the fusebox is in the door jamb. Open the driver's door and there's a panel on the end of the dashboard with small cutouts on its edge. Pull it off from those cutouts and the fusebox is underneath.
