You don't have a vehicle speed sensor (VSS). You have a wheel speed sensor that tells the PCM vehcile speed in place of the VSS. What are you tring to do?
The electronic engine controls consist of the following:

  • powertrain control module (PCM) (12A650)
  • throttle position sensor
  • idle air control valve
  • camshaft position sensor
  • crankshaft position sensor
  • mass air flow sensor
  • intake air temperature sensor
  • heated oxygen sensor—front
  • heated oxygen sensor—rear
  • knock sensor
  • cylinder head temperature (CHT) sensor
  • power steering pressure (PSP) switch
  • Wheel speed sensor
The powertrain control module needs the following inputs to calibrate the engine properly:
  • camshaft position
  • engine rpm
  • engine coolant temperature
  • amount of engine detonat

SOURCE: 98 lincoln town car flashers, turn signals, brake lights don't work

check the outputs on the multi function switch (t/s switch) the brake lights and flashers all go threw this switch try to wiggle the flasher button if the lights start to work then the switch is bad to replace switch remove bottom cover by pedals if it has one bottom cover on steering colum has i beleave 4 screws that hold it on, the tilt colum lever unthreads and the cover will come off the upper colum just clips on you will have to remove the key tumbler to get it off . you need to disconnect the battery at this point and block the wheels. to get tumbler out put key in and turn to run postion there is a small silver button that pushes in with small screwdriver once its pushed in use the key to pull tumbler out the top cover will now come off you will probably have to tilt colum down and shift to 1 to get cover off there are 2 torx head screws that hold switch on plug new switch in and reconnect battery to test lights unhook battery again and reassemble please let me know how you make out

If you put it under the hood, that means to the battery which will make it hot all the time. Find a fuse, such as the radio fuse that only runs when the car is on, and hook the wire to that fuse.

WD40 will help insulate and dry the wires. With this type of problem you should see green corrosion on the problem wire.

Check your TPS switch on the airhorn. There are master power boxes under the hood and they have relays. You should be able to unplug the relays and look for corrosion in the sockets.

If the car does this again open the hood and have someone try to start it. You should see sparks dance over the problem wire.
