Could also be a vacuum leak, which is why there's no change when you remove the vacuum line. Don't start replacing parts until you do some diagnostics

My 1996 cavalier is leaking fuel from the fuel rail how do i fix it?

Well, it could be leaking through damaged o-rings on the fuel rail at the fuel injectors. Maybe get a new set at the local salvage yard and install it on the car. Clips hold the injectors onto the rail.

This is a very dangerous condition, and if not experienced with working around gasoline, maybe should try to get a technician to do it for you.

you may have an internal leak casuing the line to loose pressure resulting in not getting fuel flow to your injectors. track it down and bog it up or replace the line. Check for the leak in the middle of the car

Most definitely, relieve the pressure before removing the fuel rail from the cylinder head and removing the injector from the rail along with the o-ring.

I would put some oil on the o-ring. You might file around the end of the line.

I can smell the fumes of gas coming from under the hood of my car

Most likely you need the whole injector. They are a common problem on the Chevys. I would do all 4 if you have the money, and only pay the labor once instead of 4 different times. If you only have the money for one, then do just the one as it is a fire hazard.
