Question about 1999 Ford Econoline
Earth wire at light cluster is probably disconnected or not earthing properly causing indicators to energize the park lights check the earth wires black ones to body

This would definitely be the relay and you would have to chase the wire from the light or the steering column to find out exactly. I don't know much about this van or else i would be able to tell you where it is located. sorry
