The engine is throttle body injected, so you should have an idle control valve or stepper motor that controls idle speed. Either you have a vac leak that is over-riding the component, you have dirt and sludge in the throttle body clogging up the air control valve, or the idle control component is faulty.

if it is the plastic hump and a plug on top and two metal lines going in top the injector set up is under the plastic cover and expensive to boot but they have a problem with them clogging up had a 01 astro van same motor and the injectors look like a spider good luck but it should carry at least 60 psi of pressure
