My 97 LeSabre is putting a lot of heat onto my windshield and I have turn my Vents on to stop my windshield from fogging up but it have not run hot just yet but it is using a lot of water now and there's no water in the oil so I know I'm good there

If it's like a sticky film, on the inside of the windsheild, and has a similar smell to antifreeze in the vehicle, then it's a heater core leak, which I suspect it is, seeing how your coolant level is going down.

you dont EVER run the wipers when frozen to the glass..the windshield needs thawed out first..you may have stripped the gears in the unit..replacement is required..always thaw the ice first..and not with the defrost as the extreme heat will crack the glass.. use the normal vents as a first heat source..this takes time so do it earlier..
Your ac blower doors that direct the air to the vents are vaccum controlled check your vaccum lines going to the ac most of the time it is a leak near the vaccum check valve. The reason it is only top vents is because it is the default setting in the system
the vents are run on vacuum so if you get the others just not vent sounds to me like you need to find your junction and see if all the hoses are hooked up. mine was passenger side above where ur feet go. All that usually happens is a hose came off and u need to put it back on sometimes they break but u will be able to see once u find it.
I did the exact thing with my '98 buick LeSabere. I am certain that the dealer would have to look at the components and relays and fuses. I had problems with Precision tune mechanics telling me there is nothing wrong with the electrical system, even though I still get a Flashing temp gauge and do not get FULL heat even when it's blasted to 90ºf . [Precision Tune got heat on the windshield and floor.] Moreover, the car is possessed with glitches; I am not getting heat on the windshield and the floor is not hot enough to warm the cabin.
