Probably not a fluid issue. If the fluid is close to right, a little more or less won't matter. Is the speedometer working? If the speedo quits its because the trans output speed sensor has failed. This will cause the trans to lock into limp home mode. I've had good luck in these cases by buying the sensor (about $25) and put it in to see if it fixes the problem. $25 is a cheap experiment. The output speed sensor is very near the passenger side CV joint. Btw the trans and the firewall. Hard to reach. Easy to change. If the speedo is working the problem isn't the output sensor. Maybe the input speed sensor.

Transmission Fluid Level

Recently I have changed the trans filter in my 1992 olds 98,it took 6 litres of trans fluid to fill after, most trannys hold at least 8L from bone dry, like if you rebuilt & had the trans stripped down & rebuilt,so I would guess it would take 6L of fluid after filter change, not much help I know, maybe go to an oil change, tranny flush shop & see what they say?

My 2000 mustang will run but wontmove in any gears it sometimes trys to move in reverse iv checked the fluid and its spotty in the stick like not sure if its sopost to cover the level marker klike oil or...

The fluid is not supposed to be "spotty" on the stick. It should look like a regular oil covered dipstick. It does have to be measured with the engine running and the car in Park. I would suggest you add a quart of fluid. Make sure that it is compatable for your car, not all of them are. With the quart added, with the engine running slowly pull the gear shift through all the gears, pausing for about 5 seconds at each gear. Go all the way down to 1 and then repeat that going back up to Park. Check the oil level. If it's not full you will need to add more. If the level is at Add then it will take half a quart to make it full. If it is barely on the stick it will take a quart. Repeat the shift sequence. Once it is full you should have your gears back. While you are doing this pay close attention to the under side of your car looking for leaks. Also smell the fluid on the stick. If it smells burnt you will likely have other problems but the fluid and filter will have to be changed completely for sure.

My transmission wont shift from 2nd to 3rd gear

did you drop the pan replace the filter and add four to five quarts,If still a problem try doing a full transmission flush at a quick lube.
A transmission flush with Lucas trans tune up will probably fix your non shift issue, try this first before looking into a new tranny !

87' buick regal

I am assuming you have the 200 4R, I just replaced my tranny fluid on my 87 GN, took about 6.4 quarts. I also have an external tranny cooler and let the tranny drain for about a week.

I would start with 4 quarts and start her up, dont drive anywhere. Keep adding and checking while the car warms up. Every now and then get in and shift through the gears, pausing in each one a few times, ALL GEARS. When the fluid level refisters on the dipstick, take the car around the block slowly at first then fast enough to shift into 2nd, depending on factors 3rd or 4th. Head home and leave engine running, check fluid again and adjust accordingly.
