The ingnition switch will only turn from 0 to 1

check your coil connector wires......if there 1 wire dislocate or cut the wire connect that wire.

Go to the back of the ingnition switch take two screw off and the switch will come out take a screw driver and try to turn the switxh
by hand if the switch returns then you need to look further into
the steering colume if the switch does not return on its own
replace it.its white if you cannot get to the screws on the back of the ingnition switch take a chizzle and turn the break away bolts
until they come out and pull the whole assemble.

you take the front off of the wheel and access the screw for the arm,through a hole in the center of the wheel

your switch has jammed up force key to turn at same time turn back and forth on steering wheel even if it will turn the key side of the switch will have to be replaced a ford dealer will have to program the new key it takes about a 1 1/2 hours to do.

There is a piece of forged metal that is called a rack that attaches to a rod that gies down to the bottom of the column to the Ignition switch these racks have been known to break and jamb up and I have also seen Ignition switches jamb also. Go to the base of the column and remove the switch and see if the key lock cylinder moves all the way now. Then trace your problem to either a jambed Ignition switch or a bad rack and rod.

You must also remove the wiper / turn signal switch cluster. Before you can do this... Most of the 1995 Passats were fitted with a splined cone fitted on the steering columb just under the steering wheel. However a special pullers is needed to remove this cone. With this cone and the trim around the switches removed its a simple enough to remove the ignition switch.

there is a ingnition rod going from key switch to ingnition switch ,it is probly not in the slot any more or the ingnition cam is broken

Question:
Did you replace the ignition switch or the KEY AND CYLINDER?

These are the only 2 things that can make your engine turn off when you release the ignition switch after starting the engine.

Push in the key, while turning at the same time. If it still does not turn freely. Try wiggling the wheel a little bit. Do not put too much force, the key may break inside the switch. If that does not work, make sure the car or truck is level . Preassure on the wheels places preassure on the sterring wheel also.Then try again.
