The seat belt is badly frayed and will notpass MOT
Well the seatbelt in the front of a car are very strong and should be bolted in both from the underneath of the car in the middle and on the edge of inner door seal, most upto date cars there will be a cap which removes from angle at top most point of seat belt to undo. all bolts should be lock tighted(chemical metal) to seal and not undo in unlikey event of bad crash.
