Question about 1991 Plymouth Acclaim
Its probably the speed sensor on the passenger side drive line. It has a cheap plastic gear with a cheap pot metal insert.

Speedo cable could brken,defect vss where cable connects or cable is unplugged from dash,or defect.speedo .for gas gauge look at sending unit elec.connector for corrosion,broken wire,check voltage at connector,if it there ,problem is unit,if its not,elct.circuit,
