Do your flash to pass lamps light when you pull the stalk towards you? If yes, the bulbs are ok.
Do the hig beams work?
Your headlamps have sepaerate fuses for each headlamp and you have a low beam relay and a high beam relay under the hood in the black box.
If everything is out, I suspect a bad headlamp switch.
Check car-part.com and look on page with * for cheapest price.

Your owner manual will identify fuses & relays.

PS, You did not recently instal high current bulbs did you? If yes, put originals back in.

HEADLAMPS

The voltage is supplied to the lamp switch through a fuse. This fuse is located in the central junction box in the left-hand footwell.
When the headlamps are switched on, a voltage is supplied to the high beam/low beam switch and to the low beam relay. The relay for the low beam is located in the battery junction box (BJB) in the engine compartment.
If the high beam/low beam switch is set to "low beam", then a voltage is supplied through the low beam relay to the low beam part of the headlamp assembly. The left and right-hand low beams are fused separately. The fuses are located in the battery junction box (BJB) in the engine compartment.
If the high beam/low beam switch is set to "high beam", then a voltage is supplied through the high beam relay to the high beam part of the headlamp assembly. The left and right-hand high beams are fused separately. The fuses are located in the battery junction box (BJB) in the engine compartment.

Your problem is in te combination switch (the light switch that turns the lights on). Replace it and it should be happy again.

SOURCE: Headlights and foglights dont work.Checked fuses and replaced

I had the same problem. The solution to this is something called the turn signal/highbeam switch, located in your steering column. This switch has an actuator of some sort that goes bad after a while. It doesn't allow the actuator to turn back into regular headlight mode, instead disabling it. I went to my local junkyard and replaced it. Everything works now. Could be a broken wire at the socket. Sounds like a burnt bulb also. Sometimes a burnt bulb will do the same thing as you are describing. Once you get this fixed, all should work. If flashing to quickly, replace the flasher stat unit!

We bought a 2000 suzuki swift with 94,000 miles on it. The head lights dont turn on, but the parking lights work and the high beams work. Do you think its the fuse?

Check bulbs. If high beams work, then the fuse is likely fine. Do double check fuse box anyway though. If all checks out, then check the headlight switch stalk with a multimeter.

I have a chevy s10 2002,the headlights do not turn on, the high beam works fine, bulbs are fine. thanks for help

If it's not the bulbs, be sure to check them, might be dual filament and the high beam wire is fine but the headlight one is shot, one bad wire would cause both headlights not to work.
Hopefully that's the problem, if not, it could be blown fuse/short in the wire. Try checking power/ground at the bulb to reduce the possible problems. If it has both with the headlights "on" then it's the bulb, if it's missing one then follow the wire for any irregularities.
They sometimes pass the wires under the flooring right near the drivers feet, which is a perfect place for water/salt to seep in and corrode wires.
