Inside of console, behind the right console access panel , if the fuse is good the turn signal / hazard flasher module is bad.
Turn Signal/Multifunction Flasher Module
In the fuse block - center console
You likely have a blown fuse. I have heard using the cigarette lighter for charging your cell phone can blow the fuse - was told to use the charger inside the center console for charging my cell phone.
i would start by checking each fuse in fuse box,[both sides of fuse] with test light 12 volt,[usually there is a metal spot on both sides of fuse that you can check with test light,or volt meter with metal probe on end of test lead wire].
sometimes there is a seperate fuse for just the lighter in the wiring behind the lighter socket you will have to either remove the socket or find the wiring under the dash to see if their is a fuse and replace it if it is worn or even possibly the connections to the socket have worn or become disconnected
