Question about 1999 Chevrolet S-10 Pickup
Determine if you have enough fuel pressure coming from the fuel pump. sometimes a failing fuel pump can preoduce enough pressure to run the vehicle but not enough to open the fuel injectors unless primes through the air intake. also if the fuel pressure regulator is going bad you would smell fuel coming from the top of engine after it has been shut down for a few hours. this is due to failure .

Replace the fuel pressure regulator in the intake plenum. This is the No. 1 problem for hard starting with the 4.3 L engine. It leaks fuel and loses fuel pressure when sitting for a few hours. You can try to cycle starter for a split second without cranking wait 3 seconds the turn key OFF then repete 3 times then tryto start. This will build up lossed fuel pressure and verify leaky fuel pressure regulator. Joe ASE Master Tech
