Question about 1996 Mercury Grand Marquis
Are the brake lights working? if not check the brake light fuse. If the lights don't work the shift interlock system doesn't recognize that your foot is on the brake. If the fuse is ok it's most likely the switch itself. That is buried under the dash and is not easily accessible, but if you follow the brake pedal up under the dash at the top there is a rod that goes to the firewall where the pedal attaches to the rod is where the switch is. (locate it by looking for an electrical connector)
