Question about 1998 Dodge Grand Caravan
Is the air bag light on? is the cruise control working? if not you most likely have a bad clockspring. hope this helps. if this is not the case check power and ground at the horn. and check fuses and relays also.

SOURCE: Non working horn
There are a few things that it could be.
The horn is defective. You can test it by hooking 12v to it directly.
The relay is defective.
The horn switch is defective
The fuse is blown.
There is no power to the circuit.
First check fuse.
Second check horn.
Third check horn switch or bypass switch to test
Fourth check relay.

SOURCE: remove starter
You will need to remove the front motor mount by placing a hydraulic jack under the engine (but not on the oil pan), lifting the engine slightly. Remove the front motor mount, and lower the jack (and engine) which will allow you access to the last bolt and allow for ease of removal/installation of the starter.

alrite i thought myself to first check the connection in the steering wheel which is easy to do all you do i just pull of the front cover.... or to check by the front grill and look for the horn so i figured id do a lil research and found to check the junction box
