using auto shutoff? if not do that first.
no need to condemn any gauge for that. or use a dip stick into
tank filler and see if it is really full.
sure there is a sender unit in all cars. all.
the sender test is covered in the FSM. clearly

and at suzuki pit stop plus (google those. 1s hit every time)

only 2 tests. tell you which is bad. the gauge or the sender
first check the fuses, for ever and ever all electrical failures.
but usually the whole meter sections go dead with a fuse.

in the fuel tank, did you check pressure first.
using the $20 harbor freight gauge? at the filter test port 6mm?
key on , it runs for 3 seconds each key on,
is gas cap new? wrong cap will pull a vacuum and pump stalls
drive car with cap loose yet?
31-41 PSI, got 12vdc to pump?
does pump make noise each key on? if not check for 12v? yet
there cranking?

YOU HAVE 1999 VITARA .I DIDNT SEE NO 1997 DIESEL VITARA. YOU HAVE 1.6 OR 2.0 ENGINE.TO GET A TRANSMISSION YOU HAVE 2WD OR 4WD THAT WHAT WILL MAKE A DIFFERENCE IN TRANSMISSION.

Haynes don't cover that engine. I've found a copy of the H25 engine manual which is similar to the H20 engine we have. If you search for SQ416 in google you'll find a copy you can buy or if you're lucky you'll find a free download somewhere like I did!! :-) It has helped me loads.

If everything is the same - yes I would say check with Suzuki dealership. BUT in most cases the service department and the parts department will say no because they have different part #s. But if you have a good parts man he will do his homework to get the sale.
