SOURCE: the 'theft system' light does not turn off with the key in the run position on my 1999 chevy cavalier. car won't start, it won't even crank over. the battery and the starter are brand

try locking your car with the key and unlocking it with the key, leave it for 30 second or so between the locking and unlocking , the car thinks some one has tampered with it

SOURCE: Car starts fine after sitting awhile. If you drive awhile then stop and try to restart it won't.

Check the electronics,cam sensor or crank sensor these are the culprits.

My 2001 Ford Expedition won't start when cold but i let it run awhile and kill it, it starts right up.
There is a "Cold start routine" that makes changes in the fuel and timing for Cold starts. The vehicle can have 2 sensors with one running the water gauge and the other operating the engine controls.

You probably do not have a working water sensor or the Brain is not making the adjustments. You would need to test the latter, but the water sensor is inexpensive to do trial and error. Just change the correct one.

Have to look at all data with scan tool & go for a road
test & collect data

We can't guess over the internet you need the car

It is all about testing every vehicle component until

Trac off light coming on
You have a check light or MIL Lamp on

Nothing new there

Same as any other vehicle issue

Check for codes & diagnose & repair ,in
your case, the ABS braking System & Trac Control

Anytime you have a transmission issue,you stop
using the vehicle immediately,just a few miles to get
home or to a shop is all you got,then the damage starts

Could be the cranking amps in the battery are under par. Needing new battery. Or the alternater is not working properly.
