I have a 2004 Chev Trailblazer - 33000 miles. There is a whining sound when the car starts. It also seems to rev high but then drops back once the vehicle is started for a few minutes. I just had the idler pulley (hope that's correct) replaced. The noise is still there. I notice it more when I am traveling between 10 MPH to 30 MPH when I am traveling on the highway I cannot hear it.

your belt is not tightened. you should go back to the garage and ask them to do so. A simple test you should do is spray some water (just few drops) on the belt when the sound is coming from, if it stops then that's definitely the solution, otherwise it could be a pulley that needs to be changed.
