Here is the most common cause of surges and stalls and low idle rough idle, it is the idle speed control air-bypass valve and throttle valve (IAC for short), they get full of gunk over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

U said your engine won't idle, and I quote your post, not that it idles high, these are 2 very different problems, the high idle is most likely caused by a cold running engine, I would suggest u replace the thermostat and still clean the intake as 1st described. I think it would be fair to rate me at least as helpful, all of us experts do this free of charge on our own personnel time, we are not employed by Fixya.

1995 jeep gr cherokee laredo jumps when first star in morning and runs rough when ac or heat on

my guess, car unseen.
car has an A/T trans, and all A/T jump from park to drive
selection is made on a cold engine, due to the very fast idle speed.
what was the park and cold idle speed. and out door temps.
the lower out door temps, make idle speed , cold engine, even higher
but when the engine reaches 180F or more and holds, the RPM
is about 800 RPM (the FSM tells the exact amount and does vary for the unstated engine option) so at 800 the tranny don;t lurch, did it on a hot engine. so if idle speeds are wrong say so and say it with engine temps. or its all meaningless.
next :
runs rough, the engine (even parked?) is called misfire.
misfire on a good engine (full compression)
is:
1: bad spark (or never had a tune up ever) every 60k miles.
2: bad fueling. too rich, too lean (low idle) bad injectors (stuck or clogged, or wrong fuel pump pressure or bad Fuel pressure regulator)
3: bad fuel.

there is a test for each possible failure. all very simple test.
it takes $80 in gauge tools to find engine problems.

Carburator and idle problem

Believe it or not you just said the solution to your own problem manufacturers specs requires for any adjustments to engine idle or other carburator adjustments to be preformed while the engine is idling and at normal operating temp in plain english let the car warm up then make your idle and mixture adjustments if this doesnt solve it i would check the auto choke and make sure it is opening at normal operating temp hope this helps good luck

Idles high when engine is cold. is there anyway to adjust this?

all cars are made to idle higher when they are cold the ecu is programmed to do this to achieve whats known as closed loop however if it continues after the temp gauge reaches half way then you need to be concerned let me know if this helps

Will not idle

Check your idle air control valve, then make sure you are getting spark to the plugs and fuel to the engine.

temp should stay about half while driving sounds like you have a bad thermostat if guage is half way at idle do you have heat feel both heater hoses should be about same temp if one is cooler not flow coolant

Remove the valve cover and check to see if you have a rocker stud or cam bearing cap that has either broken or worked itself loose.
