Question about 1993 Saturn SC2

Over revving when clutch is pressed

I have a 1998 Ford Fiesta 1.3L Encore and ever time i press the clutch down, the engine revs just build and build as though i am pressing the accelerator. Also, when coming to a stop at a junction, by putting it into neutral, the same thing is happening. When the clutch is pressed, the engine revs up to about 2 - 3 thousand RPMs, seemingly of its own accord, even when the brake is pressed simultaneously, or if the car is in neutral.  I know this can't be good for gas mileage, and it definitely affects the way I drive in stop-and-go traffic.

Revs high when i change gear

Is it possible the clutch pedal is interfering with the throttle? Start the engine in neutral and allow it to idle. Press only the clutch pedal down and see if this increase the engine speed. If it does speed up the engine and slows back down when you release the clutch then somehow this operation is where your fault lies. If it doesn't alter the idle speed, then rev your engine and release the throttle to see if it returns to idle immediately. If it is slow to return to idle then your throttle cable could be sticking. This means when you change gear lifting off the throttle has little effect and depressing the clutch to change gear causes the engine to race as the throttle is still partially open.

When i push in the clutch, the engine revs up.

If I am hearing you right, the engine revs ONLY when the clutch is depressed?
I would have to doubt that is what is really happening, tho. Is it possible that the engine is revving from the time that you start it, until the time that you shut it off?
This would be more likely, as depressing the clutch doesn't really have any effect on the engine, other than dis-engaging the drive-line...
IF it is revving at start up, see if it isn't only 'idling down' when the weight of the vehicle puts a load on the motor. In other words, does it idle down, or does it only SEEM like it is, because now it's pulling the car? Do you have to give it gas to go on a flat surface? If not, then it's still revving.
Then, if you decide that it's revving ALL the time, you will need to check it for vacuum-leaks or mis-adjusted linkages, or carburetor (throttle body, if it is injected).
Do yourself a favor and buy a Chilton or Haynes manual for your vehicle (at most any auto parts store), if you plan to keep it for a while. They will generally have troubleshooting sections, to help you eliminate variables until you find the actual issue. It's the best $20 you can spend!

98 accent loses engine revs when clutch pressed

I think you will find the clutch plate needs replacing. Your symptoms sound like a slipping clutch. You will need to take it to a mechanic, this is not a job for a handy man.
