Try under the hood, drivers side, near the hood hinge. against the firewall. will be an almost rectagular shape. may or may not have a cover that covers the terminals. kinda behind the strut tower.

Where is the OBD on a "94" jeep grand cherokee

why do you want to find it, unsaid? you dont have a tool for it.
OBD means on board diagnosis, the correct name is DLC.
the old one OBD1. (non standard)
the scanner must be JEEP OBD1 certified, or tool fails !!!!!
only my INNOVA , 3140 scan tool works(low cost)
in 1996 USA invented OBD2, and is a standard so all tools work
P0 codes, at least. (fed rules )
why not read the free manual>?

ZJ jeep USA
chapter 25 page 2, DLC is between your knees below steering column,

seen here for free, and is real book, not fack.

DLC is here, designed for JEEP tools
many top brand tools support it ,most are VISA card busting $$$$$$ $1000's

How do I access the trouble codes on a 1995 Mercury Grand Marquis without a scan tool?

You can access them by going to the link, some late 1995 vehicles were OBD2, then you would have a diagnostic connector under the dash below the steering wheel, otherwise you do it under the hood (OBD1). FORD 1983 1995 OBD1 Decoder

My 95 s10 has a obd2 plug And a obd1 you ecm how do I scan codes

try the obd1 connector to see it communicates. if not try the other one. some of the GMs didn`t use the obd2 connector in 94 until later on other models.

How do I get the obd1 codes from my 95 olds 98 without a scanner?

If your ALDL connector is a 16 pin (looks like an OBD2) but your GM vehicle is 95 or 94 then the only way to scan the codes is with a scanner. http://reddevilriver.com/aldl.html

I have an 01 grand marquis with no spark and no fuel pump. I plugged a code scanner into the plug under the dash turned on the key and the scanner does nothing. All the dash lights and everything else...

Not exactly. The scanner doesn't get its power from the computer of the car, but from another pin, which is the 16. You may have some blown fuses to the computer, which could be the same fuse for the pin 16 which is the power for the scanner. You can check on the Data Link Connector pin 16 if you have 12v, if you don't start looking for blown fuses.
