Turn key car starts fine turn key to shut car off and it dont shut off

that could be the ignition swicth when you turn the key to take it out its like a kill swicth to spot the spark plugs working. you might need a new barrel look for the key. just I think.

The problem with my car pajero Io is that everytime I put the key in the ignition it starts hooting through out, it was discovered that liguid in the swicth is finished after removing aire bag

How liquid got into the ignition switch is beyond me but, when an airbag is removed, you're going to keep getting that sound or noise you are hearing until you replace your airbag.
Also, have your ignition switch replaced unless you can do it yourself, which is a lot cheaper.
Remember, when you go to get your vehicle inspected, you better have the airbag working and in good order.
Hope this helps.

GM has a known problem with their Ignition Switches, Ignition Cylinders.... That is where I would start. The Hard Turning tells me that it was an internal failure

the key most likely has a chip in it and will need to be programed by your local GM dealer.
