Ignition timing & carburetor adjustments are 2 of most likely culprits here. I would recommend a tune-up at a garage that has someone on staff that still knows carburetors. Too many adjustments to describe, unless you are experienced at them.

1993 buick lasabre v 6 when accelerate the motor flutters and skips. But when u let off gas run smooth but loading going down road what wrong

Could be low fuel pressure from a weak pump or clogged fuel filter. Check fuel pressure with key on, engine off-it should be 40-47 psi.

What causes it to "flutter"?

My best guess is plugs and/or plug wires, carb or distributor/points. If you haven't changed plugs, wires or points since '86, you are lucky it runs at all. Additionally, could be a crack in the distributor or problems with the coil wire.

Just replaced mechanical fuel filter and inline fuel filter but see through filter at times appears to be full of gas and sometimes not and right before it starts stalling and fluttering like its running...

There are many reasons why fuel may not be circulating, besides the fuel pump.

The tank could have a plugged inlet from rust or other foreign objects.
The tank could be building up a vacuum due to a stuck purge valve by the engine.
The pressure regulator could be stuck from dirt in the fuel.
You could have installed the wrong kind of filter or put it in backwards, so it collapsed and plugged.

try checking your carberator screw setting or have you though maybe you gas tank needs to be replaced sometime gook builds up on the bottom of your tank, and did you change all you fuel filters there is also one under the car in the back......also did you gap your spark plugs right...

At acceleration has fluttering effect and no power

as i read your description i assume that the fuel filter terminals are not thightend correctly any more, or that the new filter as not perfect sealed. see for remnants of fuel near the filter. if it is fuel wet there, then a leakage is the reason.

Other reasons are possible.

Fluttering noise in engine while accelerating at a fast rate

I believe you may be referring to 'pinging', Try a tank of premium gas and see if it stops. Check your timing, and when was it last tuned? Let me know what u find. countrycurt0

Stalling and fluttering

Have you checked your vacuum lines? Also the fuel filter or the gas line might need replacement.

Thanks,
