Question about 2006 Ford Fusion
I was told battery had low voltage i replaced it still same problem it won't turn over turn key off & on take key out try again it works
If the dash lights go out when you try to turn over the engine, then it is either a bad battery or the contacts for the power supply are not good. In which case, check that you have good contacts of the battery clamps and also check the earth cable to the engine from the chassis. Also check to see if the cable connections are good at the starter motor. If all this is good, then the engine should start to turn over.
Another thing, is if it has automatic transmission, then it could be the park /neutral switch.
But, if it is automatic transmission and the dash lights go out when you try to turn the engine over, then it must be as i said at first.

Sound like it might be the neutral safety switch solenoid going bad or sticking. This switch opens (denies current to) the starter circuit when the transmission is in any gear but Neutral or Park on automatic transmissions.If you find that you have to move the shifter away from park or neutral to get the car to start, it usually means that this switch needs adjustment.
