One headlight is off while daytime running lights are on then when the headlights are turned on they switch sides (the original one that was off is now on and the other is off) They switch back and fourth between daytime running lights/headlamps and high beams.
Although the underhood relay panel is common, I'd check your headlamp bulbs first, these are cheaper than the fuse box. The daytime running lights work off the high beam circuit, thus, a blown highbeam bulb could be the culprit, the fusebox solution was more common on 2001 and up modles, although it's a definite possibility.

change out the entire fuse box, located under the hood. 13 mm bolt to remove the battery, clip at side of fuse box (pry/seperate) and fuse box flips over on hinge toward where the battery was located. Remove the wiring harnesses and replace with the new unit and you are good to go !
