The 98 Escort is actually a Mazda 323 with Ford trim. It uses a solid state flasher relay for both turn signals and hazard lights. The relay is behind the speedometer. My guess is the relay has died. You can look it up online or check with your local auto parts store to get a visual.
drivers side kick pannel remove it and you will see lots of conectors make sure that they are pluged in i have see this problem befor. or boky controll mod is shot
Suspect faulty flasher relay. Relay is somewhat like an "On/Off" switch. If it fails, it will stick ON or OFF..in your cause it is ON allowing the hazard lamps to work continuosly without enabling the hazard switch. If the relay is tested good then replace hazard switch.
Conrad, up north. My protege is a '99. The turn signals and hazard flashers use the same flasher unit. It is located under the dash to the left of the steering wheel and above and a bit to the right right of the driver's side fuse box.
