Go back and check fuses. Alot of vehicle use seperate fuses for each headlamp system. If you had a short there would a blown fuse and those circuits are big amperage so yu might even smell something burning. Check all your fuses

have you checked the connector at the headlight on the low beam, verify the headlight are really bad and not a bad connection.
have you used a multi meter to see what voltage is going into the headlight at the connector?
check the low beam wires from headlight to headlight and follow it back to fire wall to make sure its not pinched and shorting out.

turn off and on head lights liston for click under hood by your battery, that clicks your tail light relay. It has 4 wires in it. with head lights on 3 wires should be hot. if only 2 wires are hot replace relay.

E 350 headlights won't come on

If you've narrowed it down that far, it sounds like either a headlight relay (not all vehicles have them, but some do) or the switch itself. It would be worth getting a Haynes manual at this point (they're about $19 at a parts store) - that'll show you locations of any relays as well as wiring diagrams and how to disassemble a lot of the vehicle, in the event you have to replace the switch itself.
