Question about 1990 Mercury Topaz
First check all fuses.
Check the switch on the door by making sure there is power to the switch and test the switch controls by back probing the wires and activating the switch. sometimes its trial and error.
If that is all good, then the window motor is at fault and needs replacing and the door panel has to come apart to replace motor.
If you think its a motor try pounding the lower end of the door while trying to roll window up with the switch. this may give the motor a second life but it may be short.

Right frontof the car, kinda buried in between the engine. You'll need a long funnel to replace any transmission fluids!

The secret fuse box is under the hood on the driver side fender wall.Be careful there are spies everywhere trying to find this piece of high tech fuse concealment. :-)

SOURCE: power windows don't work
I have the very same car. Get the fuses replaced, or show your car to a technition who can get the circuit board checked.
In my case, I replaced the motors on the windows, you can get them cheap if it's second-hand. Windows are working as good as new now!
