One of the pulleys could be off . if you had them tightened, waste of money, it has an automatic tensioner which keeps the belts where they need to be.

WHAT IS THE LIKELY CAUSED OF A LOUD SQUEALING NOISE COMING FROM THE ALTERNATOR SERPENTINE DRIVE BELT SYSTEM ? IS IT THE ALTERNATOR OR SERPENTINE BELT?

serpentine belt is getting old and hard and the cold weather was causing it to slip
check belt condition ( small cracks across the grooves = scrap and get a new one) and check tension

Can't find the source of the squeal

Year make and model ??
The belt could be glazed and slipping even if it is tight.
You could have a weak belt tensioner too.
The noise when the ac or heat is turned on can be the extra load from the ac compressor or the alternator. The compressor cycles on and off especially in defrost mode.
The load from the alternator is the first noise of the day. As the belt warms up it becomes better at handling the load of the accessories.
Even tho the belt looks fine, you may have to replace it to get rid of the noise.

When it rains heavy my truck wont start for a few days after. When I try to start it it makes a high pitch squeel.

sounds like you are getting water under the hood which is causing problems in your dist cap and the belts to squeal

1994 suburban gmc - no start in heavy rain or high humidity

When was the last time the truck was tuned up? sounds like there is a hair line crack in the distributor cap witch in turn lets moisture get in there and it won't start until it dries back out, the heat from the hair dryer is most likely drying out the moisture in the cap seeing its so close to the throtel body. Do a tune up.

Check under the back seat for an access panel to the pump. Might be the pump or just the level unit. Good luck.
