First check cylinder 1 , spark plug, ht leads, coil,

then clean the trottle body with carb cleaner

if that does not work replace the throttle body, comes complete, and do a basic setting on it with diagnostic machine

Hello! The Check Engine Light comes on when there is a vehicle trouble...Each trouble has a code...There are many such codes...Take your Beetle to an auto parts store, and for no charge, they will run a code scan...When you have the code, come back to me and I'll fix your problem......

1999 VW Beetle problem 1 engine light stays on but it runs great what could be the problem? Problem 2 When I have a full tank of gas it won't start, what could be the problem?

the fuel system is what they call a recycling type (pump to rack back to tank)under pressure.if the filler cap air vent is blocked then the tank will have a partial vacuum restricting the flow of fuel, hence full tank, bad starting.
as far as dash warning lights are concerned i always recc you go to a skoda dealer(they are cheaper)and ask for a full diagnostic report.

1999 VW Beetle starts and instantly stalls

You don't have the proper key. The flip key assembly has a chip in it that lets the car keep running. Use old key assembly. To test put the old ket fob next to the ignition switch and see if it keeps running,

according to haynes beetle repair the code is turbocharger boost pressure control valve positive deviation. to trouble shoot
check the wiring, connecting pipes.using a hand held vacuum pump apply vacuum to the wastegate actuator,(with engine not running) check the actuator arm and lever for freedom of movement , disconnect the electrical connector from the boost pressure control valve. using an ohmmeter check the solenoid windings for an open circuit, the boost pressure control valve should measure about 25 to 35 ohms if excessive resistance or open circuit is indicated replace control valve.
a scan tool is required for a complete diagnosis of the system control circuits some may be rented from a local auto repair store hope this helps and norrows it down for ya
