The air bag light comes on/flashes when the system detects a problem. When this light is on the air bag system WILL NOT operate or deploy in the event of a collission.
I think what you are seeing is an airbag readiness light. Here is what the owners manual says about it:
Air bag readiness Momentarily illuminates when the ignition is turned to the RUN position. In most cases this problem is caused by the rotating ribbon circuit contact under the steering wheel having a broken filament, the part is known as a clock spring contact, u will need to properly disarm the airbag and remove the steering wheel to access the part. WARNING: Failure to disarm the airbag system can result in an unexpected Airbag deployment and possible serious personnel injury disconnect the battery 30 minutes prior to start of work.
Looks like your going to have to bring it to a dealer. There isn't much you can do to repair an air bag fault on a BMW without using an oem level scan tool. Most Independent repair shops won't have the equipment needed to diagnose it. It could run into big money but usually air bag faults are either sensors or the clock spring in the steering column. In either case, keep in mind with the air bag light on the air bag system is disabled.
I have a similar problem with my 94 concorde... and was advised the on board computer was in need of replacement. Further research led to pulling the computer and cleaning the ground connection to the chassis. It will sometimes leak under the computer and corrode, and compromise the ground, which in turn will cause faulty "code" readings and the engine control light to come on.
