Well seeing since you belive this is not the problem then there are alot of things that could be doing it some of these could be

    -Bad fuelpump

    -fuel filter cloged

    -blown headgasket

These are just a few quik things i could think of on it and i do know that those cherokees are known for blown or melted headgaskets!!

My car starts sputering and slows to almost a hault. when turned of and restarted it will resume for a short time

sounds like your fuel pump is going out. go to an automotive store and rent a fuel pressure gauge. while you are there buy a repair manual, inside the manual you should be able to find what the fuel pressure should be. haynes makes a good book, just remember to get the book that is for your cars year, make and model. also they would be able to hook up an obd 2 scanner to help you find out if your car is giving any trouble codes. lots of stores do that for free.

Low coolant light is coming on. Fill coolant and within 3 days it is gone but there are not leaks on the ground. Replaced radiator. Timing is also off. when drive between 15-20 the jeep sputers.

You could possibly have a leaky or blown head gasket. Do you notice any smoke or steam coming from the exhaust? Also check your oil and make sure its clean or black. If its milky brown then the coolant could be going into the engine.

Your a thinker and off to a good start. How about going to TDC on crank, pull dist cap and look where you rotor is. Thinking timing chain here. Put a timing light on it just to get some practice and see where the timing is. Also rock the crank back and forth with a long ratchet or tool of choice while watching the rotor. May need help, your looking for timing chain play, think it jumped about 3 to 4 teeth. Let me know because this advice is sort of a helpful quess

this sounds like the infamous throtle position sensor. its the two wire conector on your throttle body that has two torx bolts holding it in. its a very easy and quick process. the part is about $50 and i wouldn't pay mor than $60 to have it done
