1999 VW Passat AC/heat doesn't work? The belt broke this summer? I was told should still blow heat even if no belt?

If you are talking about the belt for the ac compressor, yes the heater should still work.
If the blower is not working, you will need to have the blower motor checked for voltage and ground.

I have a 2002 VW Passat, new to me without an owners manual. How does the heater work? I seem to only get cool air but the repair guy gets it to blow hot air. I am thinking it's user error with me?

This regards to the heater problem, make sure the heater unit is not clogged. You may check if there is free flow water to and from the heater by removing the retaining clip from one of the hoses in the battery compartment area. slip away the rubber pipe and make sure the engine is running. In addition to this switch on the heater to maximum. For passat's it is about 30. If there is a free flow of water, there should be no problem otherwise take the vehicle for getting the heater unit inspected.

I have coolant leaking from my 2006 VW Passat. The VW dealership told us that we need to replace 2 heater hoses and a Flange. This work would cost over $500. Does this sound right? It seems really...

try ebay for these parts new and do it yourself or buy the parts and get a garage to do it.Old mk2 golfs flanges would crack after age but for a 3 year model to do this sounds odd particulary the hoses.

Try removing he heater hoses going into the firewall(when cooled)and blow the heater core out with compressed air.Or you could have the cooling system flushed.
