There is a fuse box under the hood and if you are talking about the blower the relay for that is in the blower itself here is a place that sell only GM parts only it is Schram auto & truck parts and the # is 1800-292-1032

I think the fault is with the radiator temp censer , it acts as a on off switch, located on the radiator tank.

Fuel relay location

There should be a small box under the hood with all your relays, diodes and switches in it. Open that up and typically there is a diagram on the underside of the lid that shows you the location of each specific relay.

90 buick park ave heater blower motor runs on high all the time even with key off . The heater controls don't have any effect on operation.

The switch , relay, or motor are shorted out .
First locate relay and remove it to turn the blower off.
If you want to do the diagnosis yourself ...remove the switch first and see if the motor stops. if it does you've found the culprit. If not move onto relay if the relay removal kills the motor thats good news. if it doesn't then this thing gets B+ right from the battery at HIGH SPEED. Your gonna need Shop Manual
to show you where this thing connects to the battery.
So either the switch, relay, motor , or resistors ( in your case where battery connects to the motor are your problems.
Unlessyour really good with electrical items pull the relay and bring it to a repair shop.

Relay center location

Finally located the AC primary small relay in the relay center under the right dashboard site. The relay had burned winding and only the resistor connected parallel to the coil was showing some resistance otherwise it wasn't engaging when I applied power to it. The Buick is actually 1990.
