Sounds like a fault with the Antilock Braking System. The vibration in the pedal is the ABS working. With your foot on the brake pedal, it releases and re-applies the brakes to stop a skid from the wheels locking up. You need professional service for brakes.
Seems to be a known issue on all Cadillac and requires the ABS module to be replaced.
Hello: There are many things that will cause the lights to come on. You can check the brake fluid if it is low that will cause the light to come on. you can clear the code with a up scale scanner but if the problem is not corrected the light will come back on.
Traction Control system adjusts your throttle and braking automatically to help keep your car from slipping on wet/snowy roads. If the light flashes momentarily then that means it is doing the job properly. If the light flashes constantly or stays on then it indicates a problem with the traction control or ABS system and could pose a safety concern.
The starting problem may be the fuel pressure regulator. Remove the small tube from the back of the fuel pressure regulator with the motor running, and if fuel comes out it's bad. The part is under fifty bucks at autozone. I did mine, and now it starts normally.
As far as the traction control light, it could be anything from a wheel sensor to the EBTCM, or a bad wiring connection anywhere inbetween.
