You need a socket and a swivel to reach it, the bottom hole in housing is slotted so you won't need to take the bolt all the way out.

I need to replace a starter in a 95 Chevy Beretta and dont know how or where to find out how, im at the Library

If you can locate the starter, on the side of the engine block, you can tap
it with a hammer or stick to try and unstick the solenoid. Ask someone
that can locate your starter, and help. Assuming your starter, is actually
the issue. Good luck.
