I am afraid you are going to need to trace the wires, rear to front, or front to rear witch ever, there is a short some ware and its most likely the wires going back to the taillights, they run in a loom, but they might have rubbed thru the wire insulation and beared the wires causing them to short out. You say you never had a trailer harness, did you buy this truck new or used? If used chk. to see if it ever had one from previous owner, or someone cut into wires for harness.

What type of fuse should be used for the tail and dashboard lights to go on

you have a short to ground or accessories like bulbs or other circuit on the same fuse take more current then the fuse rate.
example: the circuit fuse is rated 20 amps an the circuit draw 24amps at peak ,the fuse will blow even no short to ground.

No Dash lights, or tail lights. All fuses and bulbs are good. Headlights and turn signals fine. Very confused....please help.

Sounds as if you may have a short did you check the bulbs? I would check the bulbs and make sure they are good. when you lift the rear hatch lid search around the wires and see if you have a exposed wire or perhaps a loose wire connection. Allot of times wires in a vehicle that year start getting frayed and worn from putting different items in the rear of the vehicle.

Brake lights out; bulb, fuse okay

Sounds like you need to replace your brake light switch.  It is located on your brake pedal and you should be able to pick it up for around $20-$30 at your local parts store.

Tailights only work on directional and brakes ,no running lights

Usely dash lights and taillights are on the same fuse, if you don't have dash lights you won't have tailights. If you got dash lights than you could have blown bulbs or maybe a bad headlight switch.

2003 dodge durango #4 fuse keeps blowing,

OK there is a short in your car
take all the light bulbs out of the light that trigger the problem this break the current place one bulb in at a time checking that the fuse has not blown this will pin point where the problem is
once you find the problem you can replace the socket as it may have started to corrode check for water
once you replace the socket you should not have a problem
if you do let me know
