Question about 1996 Jeep Grand Cherokee
I have a 1996 GCL seems like the transmission is starting to slip around 25-3000 rpm could it be the vacuum shifter or something worse?
Slipping or flairing between (during shifts) is usually the result of internal seal failure inside trans. you can check fluid level, and / or change trans fluid... if changing, any excessive metal debris or non metallic flakes in the pan indicate need for rebuild. Shifts are controlled by solenoids not by vacuum.

car not changing gears it can be shifter assembly issue, or it can also be
transmission issue. Get the shifter assembly inspected with ignition OFF.
