My 99 Cougar starts. When you get it up to 2000rpms it shuts down and is hard to keep started after that. Any ideas what could cause this?

might be a fuel supply problem, as the engine runs faster it needs more fuel and more air to combust it, if sufficient is not being supplied then the engine cannot run any faster. You probably need the services of a competent mechanic. Does it run smoothly at idle or is it rough. If it is rough this might indicate that there is also another issue. backfiring indicates a fuel/air mixture mixture problem.
Acarb/timing man should sort it.

It is also worthwhile doing the standard things like checking plug leads/ distributor.

DTC P1383 at smog test what is causing it?

The P1383 is most likely a slipped timing belt due to being old, and is past the changing interval. However, you could also have a bad solenoid on the variable cam timing. Camshaft advance mechanism binding on the VCT unit is something you will have to get repaired before the damage gets expensive.

Running Rough: P1131 & P0171 DTCs

They both refer to oxygen sensors, but a lot of times a dirty mass airflow sensor is the cause. Get a can of Tuner cleaner spray from electronics store, or radio shack & remove battery cable (Neg - ), then remove MAF sensor and clean it well with the spray & let it sit & dry out for 1/2hr or so, then re-install & try it. Careful with the wires, they break easy. I don't recommend carb or brake cleaner be used, because they leave residue, which kinds of defeats the purpose of cleaning it.

I am getting a p1383 dtc code

This may be caused by: Variable Camshaft Timing (VCT) control system stuck with a machining chip or VCT hollow oil feed bolt being plugged with debris. Try changing oil first and see if this helps. If it doesn't I would suggest taking it to an experienced tech.
