Yes,you will have to drop the tank to get to the fuel pump. i would check the fuel lines for water deposit as well.

lift hood and look for your main fuse/relay box. open. look on inside cover for placement of the AUTO SHUT DOWN [RELAY] try to swap the relay out with another from ...the HORN or WIPERS if the relay looks the same. that sounds like why your vehicle is not starting.

Car died and wont start

The fuel pump relay gets power from two different circuits, and the brown wire goes to the computer for ground. The dark green and white goes to the pump.
Have you checked each circuit with a meter ?

Dodge 1500 1995 pickup 7.5 volts to fuel pumpwill not start applied 12 volts pump runs book sayes pcm de-energize booth relayes and will not send proper voltage to fuel pump

There is a red and white wire feeding the fuel pump relay from a 30 amp fuse. Both the shutdown relay and the fuel pump relay are grounded by the PCM, so if the fuel pump relay is grounded it should be "on" and providing a direct link from the pump to that fuse.
You should have battery voltage on that 30 amp wire before the relay and then on the dark green and black wire going to the pump.
If you don't have battery voltage coming from the 30 amp fuse, the problem could be before the fuse.
That 30 amp fuse is hot all the time, so it is powered by a fuseable link coming off the battery.

Sounds like vapour lock (which was common when your truck was produced). Check all your vacuum lines (particularly around the carburator). Give each a slight tug (to tighten them) away from connector and look for cracks in the lines. Vapour lock most commonly ocurrs on hot days, but can ocurr on cooler days after the car has been driven and warmed up... Check PCV value as well..

97 Avenger will not start!

your coil could have gone out, you could need a new distributor, and your fuel pump could be out. but one thing is the fuses and relays check those as well. there is a relay and fuse for almost anything and that would explain why it all of the sudden happened.
