Do you mean the headlights- I don't have fog lights on mine. I found out the hardway that the headlights use a relay within that little headlight up/down button on your dash where the hazard button is. I had removed the trim around the radio and vents putting in a stereo and drove to work in the daytime without it. When I left at night, my lights came on but did not come up. I knew what I had done then. I took a paperclip and bent it to go into both slots of the plug that was left- the one that plugs into that button. The headlights came up and I drove home. The clip does not need to stay in it- in fact if your headlights go down then u will have to do it again to get them back up. You would need to replace that button. Mine was ok so I can't tell you about the design of the button. Maybe this will help. PS- you have to pry the air vents out to get this trim peice off- they should pop right out and pop right back in. You have screws in the top of the round vent shafts to take out. I believe the screws on the center console have to come out to so you can lift it up to access the other trim bolts. Mine is a boring automatic though.

What lights ? Exterior - interior or all lights ? Could be the light switch , dimmer switch , daytime running lamps module . To find out for sure would need to test the electrical circuits , Can you do that ? There are videos on you tube on basic electrical trouble shooting , how to read a wiring diagram , how to use a DVOM - digital volt ohm meter .

1999 vw passat turbo wont crank or turn lights on

- Switch on the head lamps for 5 minutes.
- Keeping the head lamps ON, start the engine.
If the lights die,
- Check the battery terminals.
- Check battery state of charge.
- Charging system.
If the lights still glow sharply,
- Check fuses and relays in under the hood fuse and relay box junction.
- Battery to starter motor cable.
- Battery to engine ground and chassis ground cable.
- Solenoid on starter motor.
- Starter motor.
- Wiring.
-Ignition switch.

Tail lights and dash lights is no working

did you check them in the dark to see if , not just dim?
what sub model, EX, or LX? the LX is very different.
the car has 2 fuse boxes. did you know that, most cars do.
the fuse is called fuse #10 (fuse 10 runs hazards too, are haz dead?)
box one in cab, and 2 in engine bay.
the HAZ fuse is marked, HAZ

park/dash dim all dead, this is the largest path in car, over 20 lamps on most cars. (lots of places to mess up)
all are dead, all parks, front , rear, side and cab (dim) dead??????
even the license plate lamp>>>> details?,,,,, help, im blind..

ok this car can have a tail light relay. the LX dont have one.
the combo switch (1st click ) turns on park(tails)
and the relay energizes and runs all the park lamps.
but not on the LX, the LX is switch direct drive to all parks.

found this with google. NON LX !!!

Over head lamps wont turn off

Have you checked the roller switch next to the headlamp switch? If it is rolled all the way up, then the lights will stay on all the time. Try rolling the switch back down, you should feel a "click" inside the switch then the lights will shut off. This switch also controls the brightness of you instrument cluster lights. Hope this helps.

Back up lights stuck on

Fuse 12 (10A) in the junction block feeds the back-up lamps. If you have EAT(?), the park/neutral position switch turns on the back-up lamps. With Eat, the transmission range sensor turns on the lamps. The switch or sensor could be defective, causing the back-up lamps to stay on. Perhaps a "wiggle test" will identify the problem.

Dash lights wont come on

Are your "Park" lamps working on the outside of the car? If not, then you probably have a problem with your headlamp switch. If the park lamps are working, then the problem is most likely with the dash light dimmer switch.

is it all the windows? if so make sure you got power going too the main swtich if you do then take the main switch apart and clean it,if not then check the relay and get power too the switch!!!

Frong lamps

If you replaced your HID (high intensity discharge) bulb and this did not work, I would then check the fuses, if they are all good, there is a good possibility that the ballast is bad. Some manufacturers won't even sell the bulbs separately, you have to buy the ballast and bulb as a set. They both seem to have high failure rates.

the motors are shot for the/ to make sure have someone in the car hit the switch to hear if the motor is running as they hit the switch
