As you think the starter is a possible problem, I assume the car does not turn over.
Do the head lights work? If so turn them on and attempt to start the car while observing the lights do ythey go dim? If so, you have a connection problem, most likly at the battery terminals.
If the lights do not dim, I agree that the starter motor is a likly cause. Try smacking the starter with a wooden stick such as a broom handle. Somtimes bumping the motor causes the brushes that are just barly touching the starter armature to make contact and get you going. If this happens, replace the starter with a rebuilt one or take it out and have it rebuilt.
I am not familiar with the 3 min security you speak of
