Question about 1986 Ford F 250
Starter only comes out part way like 1/2-3/4 inch
Try wiggling it in all possible positions. Is something in the way of its movement? Is it something that can be removed so there's room? Somehow, the starter can come out. Be persistant and patient. If you have moving, you're making headway. Are the bolts out all the way? Post your results. And feel free to ask related questions.

I have a 1986 f-250 diesel like yours and I replace the starter this spring and had the same problem. Just keep working it and don't be afraid to bend things out of the way, or hit it with a hammer to loosen it.
