Question about 1999 Saturn SL
I have replaced the idle control valve and the throttle postition censor and it still idles at 2500, it's a 5 speed manual transmission. What else could it be?
More than likely its your Engine Coolant Tempature Sensor (ECTS) sound strange but its a common problem with saturns the part cost from 10-20 dollars and takes about 15 minutes to do

Just sounds like the throttle body valve is not closing all the way, possibly stuck a bit from some type of build-up, it may need a clean
if this doesn't work you should be able to adjust the idle manually by taking a screwdriver and backing down the idler screw which is located on the throttle body that closes the butterfly valve inside
